Advocates say as electricity shut-offs have doubled in Connecticut, low-income families have been kept in the dark about ways to reduce back bills
This is counter-intuitive. Why in a strong economy are more people getting their power cut? This is also a great example of the benefits of public utilities that are driven by an obligation to serve customers who are struggling to pay their bills.
