REA recommends that the Commission consider including analysis of the impacts of behind-the-meter resources as part of this ongoing discussion and for possible inclusion in any future white papers regarding resource adequacy factors to consider, with regard to market reforms.
Maybe it's time to look further East, in Russia, for inspiration on capacity market solutions, that employ a capacity exchange model that supports green buyers.
FERC Comment Filing for 9/23 Technical Conference
Reliable Energy Analytics, LLC (“REA”) submits these comments to highlight the need for more analysis, and consideration of, the impacts on grid reliability associated with behind-the-meter supply resources, which can switch from increasing supply to increasing demand in a matter of seconds. A research report containing empirical evidence from the 2015 European eclipse is provided as reference showing the very wide swings of generation loss that can occur in a very short timeframe and the rapid return of electricity supply, which can occur 3 times faster than the departure of that same supply, as indicated by the analysis referenced in this research report. In 2019 REA published a research report called “Factoring Behind the Meter Generation into the Demand Forecast Algorithm: ISO New England and New York ISO Case Studies” on the Energy Central Community website1. This research report shows how behind the meter electricity supply provided by photovoltaic (solar) panels can rapidly change from being a supply resource into increased energy demand in a matter of seconds, as shown in the following graph (page 20):
