Created a long time ago, the Brazilian regulation of the electricity sector also establishes that, if a concessionaire has an extra revenue, it will be deducted from the next tariff readjustment granted by ANEEL.
The regulator's motivation was noble. Preserve the customer. But what happens in practice is that electric utilities are not motivated to offer "value-added" solutions.
I suggest that electric utilities are allowed to earn extra without the tariff adjustments being compromised and thus also enable their customers to achieve and maintain interesting energy related results.
Here is the challenge: ask the utility customers if they want to have access to extra services or not.
