This story highlights one of the big problems with current cybersecurity practices for the electric grid. The NERC CIP standards only apply to "Bulk Electric System Entities" that fall under NERC/FERC jurisdiction. A large portion of the electric grid is controlled by smaller entities, i.e. Muni's and Coop's, which are not required to follow NERC CIP (which is far too burdensome for them anyway). CISA is working to implement baseline cybersecurity controls across all critical infrastructure functions in recognition of the inter-dependencies that exist across critical infrastructure.
