8 states, DC urge FERC to reject EEI, Eversource call to drop competition for transmission projects
Right of First Refusal (ROFR) for incumbent utilities to build EHV transmission versus the current rights of 3rd party developers to compete for (and own) transmission projects needed for reliability and economic power flows is a HUGE issue. Both sides have very good arguments.
I tend to favor the current competitive landscape but acknowledge that it may have reduced the overall transmission build.

Utility regulators and attorneys general also want the Federal Energy Regulatory Commission to require independent monitors to help oversee powerline planning.
