From overhauls to upgrades, there’s a lot of work involved in maintaining, modernizing and weatherizing the grid.  However, Arkansas utilities, North Little Rock Electric Department, Entergy and Arkansas Electric Cooperatives are facing a different challenge. Recruiting and retaining skilled lineman.  How is a lack of qualified linemen slowing transmission upgrades?
