I've heard this bell rung in the past and very little comes of it:

Resolution Encouraging State and Federal Policymakers to Seek Guidance from State Utility Regulators to Design Markets that Will Achieve Reduction of Greenhouse Gas Emissions at Least Cost

I hate to be a pessimist, but I've been watching this drama play out since 2019 with "lets do another study" and "Carbon Pricing is the answer" and "FCEM is the answer" and "Net carbon pricing is the answer" and "a hybrid is the answer", what's next a visit to the Salem Witches store for some magic potion! The GHG problem doesn't go away with wishful thinking or studies; only real action by committed visionaries is effective at solving this problem. Your great grand children will thank you if you do what's right NOW to address climate change. Please take climate change seriously and take action to effect change. Please!
