Very true Mr. Chairman. Unfortunately the current NERC CIP standards are more focused on complying with documentation requirements as opposed to real cybersecurity measures to protect the grid. It may be time for FERC to consider putting a true Cybersecurity Expert in charge of Grid and Pipeline Cybersecurity standards and measures, i.e. CISA would be an ideal candidate to lead this effort, IMO. NERC would continue to serve as the expert on all matters related to grid operational reliability and resiliency standards - there is none better than NERC in this capacity - but it should stand aside on cybersecurity standards and reporting to allow a true expert, CISA, lead these efforts, IMO.

Is there precedence for a body like NERC recognizing the need to for another organization to take the reins?

Yes. NERC frequently sends items over to NAESB to handle - i.e. the NERC MOD.1a standard is a good example.
