Thank you for posting this, I am very interested in learning more about how people can be incentivized to reduce energy consumption. Do you think this financial incentive goes far enough? If not, what might be enough?

Our potential study indicated that the amount we decided to use was adequate for this type of program. The incentive has to be balanced between the potential savings and the load reduction value of the managing utility.
