I know one of the challenges with data utilities tend to face is how it gets too quickly siloed between non-communicating departments or programs. Can this help overcome that hurdle as well?

Very much so as the historian is designed to be a Master Data Management (MDM) source for operational data and can be integrated with other applications and systems for wider user consumption. Historian data can also be stored in a Data Lake for example to help serve a wider audience and overcome the siloed data issue.
