Metrics to identify energy use can and should be discovered for each case.
For a manufacturing industry, the energy consumed associated with the delivery of tons of product is a possibility.
For a commercial building, an alternative is consumption by the number of people who work there.
The important thing is to be able to monitor the evolution of the chosen metric(s) to find out if there is room for better results.
The graph shows a "generic" metric, in kWh/m2/month categorised by type of consumption (residential, commercial and industrial). It is a sampling of values that I have noticed throughout my consulting career.
