And this, Dear Reader, is why I don’t think the idea of NERC simply waving its hands and declaring that FedRAMP certification is evidence for CIP compliance is really going to be successful. Does this beg the question: is it about creating actual progress via compliance or to provide another box to check off for the optics that something is being done?
The point is to allow electric utilities to be compliant with the NERC CIP standards if they use cloud-based services like outsourced SCADA. If the standards were to be amended by simply saying that the cloud provider's FedRAMP certification was all that was needed to prove compliance, the effect would be to make every NERC entity try to outsource as much of their infrastructure as...
I think there needs to be a series of national NERC meetings (virtual, of course) where there’s a discussion of a) what needs to be changed for BCS to be permitted in the cloud, and b) how to make those changes. Is there any progress in this regard? Is it being discussed/debated now, or are you calling for this series that isn't yet on the radar of the NERC powers...
No, this is the first time I've suggested it. As I said, I think momentum will grow for this idea, but right now I'm the only person saying it. This discussion doesn't necessarily have to be led by NERC. There are one or two other organizations that could lead it as well, like the North American Transmission Forum.
