Commissioner Clements’ Concurrence Regarding ISO New England and New England Power Pool Participants Committee

I cannot over-state the importance of solving New England's energy crisis that is putting grid reliability at risk and the need to simultaneously meet State Energy goals across New England. Many thanks to Commissioner Clements for her courage and leadership in addressing these challenges (click Read More below). I plan to attend the June 20 FERC meeting in Portland, Maine to advocate for Capacity Market reforms based on the AOCE concept. I remain committed to AOCE in honor of two people that were instrumental in the development of AOCE, Eugene Litvinov and Angie O'Connor, who are no longer with us. I will continue to advocate for AOCE consideration in their memory and will not stop until someone authoritatively and convincingly states that AOCE will not work and provides a viable, detailed technical explanation as to why it will not work.

AOCE was submitted to NEPOOL for considerations as a Pathway forward, along with other proposals, such as FCEM.
