Words of wisdom from the new Texas PUCT chair, Peter Lake:

"Historically, our market has focused on affordability first, reliability second," PUCT Chair Peter Lake told reporters during a press conference. "But now, reliability is first." Lake said the PUCT intends to pay for reliability "in any form," including through additional thermal resources or on-site battery storage. He also wants to see market reform incentivize generators that provide power during periods of grid stress.

It would be wise for other wholesale market designers across the Nation to follow the lead that Texas is now proposing - design markets with reliability as the first objective and economics second as they consider pathways going forward.

Even today, some areas of the country are putting economics first ahead of reliability in wholesale market designs; these wise words from Commissioner Lake should be part of every regulators core belief system. Even at $9,000/MW LMP's generators were unable to deliver the energy needed to satisfy the electricity demand across Texas; reliability is, first and foremost a technical problem to solve with an economic/market design following based on reliable, technical solution.

It seems odd that affordability would have been put ahead of reliability at any point-- what good are affordable prices if critical processes and customers don't know that they can count on the energy to actually be coming through when they need it?
