It’s a “Catch 22”. Politicians want renewable goals met, but PREPA can’t run the generation they have. UPR professor says “no qualified” labor on island and who do we fault for that? Locals are frustrated that no projects are under construction, but slow, bureaucratic “processes” continue.
Taxpayers on the Mainland will want their nearly $10B spent wisely…. LUMA is a PPP of ATCO and Quanta. If anyone can rebuild a safe, reliable, resilient and affordable grid backed up by some measure of clean renewable generation….LUMA can.
Look at hardened transmission, underground distribution and renewable microgrids in remote areas backed-up with diesel for peak days or after major storm events.
