Steam flow imbalance is sometimes also referred to %ENU that is extent of non uniformity expressed in percentage. Please provide some references to the answer.

It is not straightforward. Depending on whether it is a radiant or convective type superheater and the specific manufacturer’s limits on temperatures, the flow variation could differ from one manufacturer to another. I would expect that IBR standards would give some appropriate ranges and that would be the place I would start looking.
