Is it the Person or the Government?

Is it the Person or the Government?

The illness that affected the Brazilian president made it impossible for him to travel to meet the Chinese president.

But... Brazil has a vice president. At least formally and because of the associated costs Brazilians incur to keep him "prepared" to take office, whenever necessary.

I'm in doubt. Is the scheduled visit from the Person or is it from the Government?

The answer the facts are giving us points to the Person. Of course, if it weren't, the vice president would be entrusted with the function and that's it. Plain and simple!

This question is important also in the energy arena! What message should be identified with respect to the Minister of Energy, the president of the sate controlled largest Brazilian company - Petrobras, and so many generation companies that belong to States?
