We're becoming numb to these California wildfires. Although, after 2020, we're going to be desensitized to much. However, much focus and energy need to placed into addressing the causes of these wildfires, from deferred maintenance of transmission lines to overloading the grid. Implementing load limits may be the most efficient and immediate way to deter blackouts, though, as the article points out, it's more of a "blunt" force solution, something that can hold the state over until we figure out dynamic pricing or better responding to heightened electricity demand.
