California's utility regulators are eyeing changes to rules regarding demand management and flexibility as the state is still recovering from the rolling blackouts of 2020 and looking at a drier and hotter future with heightened wildfire risk. Many of these proposals are aimed at dynamic rates that can change hourly depending on local conditions.
