Brazil: how much does the lack of leadership cost?

CV-19 opened a stark situation. Mixed signals: one that points to the need for rigor in social distancing and the other that does not.

The expected result is that we have a mixed "system".

In the neighborhood where I live, the bars open, the beaches in front of the lake are as usual, and the dirt streets that pass through the woods are "populated" by groups of people as if it were a beautiful typical Sunday day.

In other regions of the city, the streets are deserted, the bulk of the shops closed and people stay at home to "protect" themselves from infection.

The official data released show that about 2/3 are at home and 1/3 are not.

If the social distancing is correct, there will be a huge impact - lives lost due to the important portion that is gathering and increasing the contamination of all.

If those who prefer to adopt a "business as usual" approach are right, the closed economy and associated costs could have been prevented.

Does it make any sense? And most importantly: how is the power sector able to set up a strategy? What power traders, electric utility companies,solution providers, gas traders and a list of others bet on?
