Homeowners are being turned away and told that their homes need expensive repairs before any energy efficiency improvements can be made. These ‘deferrals’ are hindering low-income households from the benefits of energy efficiency upgrades. A new program in Pennsylvania aims to address the issue. The Whole Home Repairs Program will provide additional funding and support to those with homes in dire need of repair.
