Energy price and tariffs (Brazil)

The price of energy on the free market, for a contract lasting a few years, is around R$135/MWh for conventional energy.

The incentivized energy results in the same price considering the discount on the demand tariff.

The off-peak, captive energy tariff charged by ENEL-SP is R$268/MWh.

The electron produced and delivered by the electricity sector value chain is exactly the same. There is no "flag" that identifies whether it is free or captive!

The significant difference between the two prices accurately reflects all the "pro rata costs" that are built into the captive environment alone.

As more consumers migrate to the free market, attracted by the huge price difference, what will happen with the pro rata costs that embody all the deformations that the Brazilian electricity sector has incorporated with so much "creativity"?
