Thanks for explaining the Supreme Court decision. I agree that it is a setback, but far from the end of the story. 
Just two points to amplify your thoughts:

1. The Court decision may, I hope, incentivise states and local governments to act in ways Federal authorities cannot or will not without specific legislation.

2. The entire Republican minority, at least for the moment, is completely and stupefyingly against any recognition of climate/pollution issues. How long must this part of  society continue to function in total denial of science? I do not believe, perhaps naively, that 50 Senators in any way reflect the intelligence and common sense, of their constituents. 
Their failure to wake up will catch up with them as floods, storms, fires, blackouts, oppressive heat, droughts overwhelm their constituents.
