I thought the issue in Jim Baird’s article was the use of Ocean Thermal Energy Conversion to both provide efficient cheap energy for the third world and cool the world off a little by stuffing some of the overheated seawater from global warming down near the bottom of the ocean.  What does nuclear power have to do with Ocean Thermal Energy Conversion?
