FERC's carbon pricing dialogue may be worth the price of admission
A thoughtful commentary on FERC's upcoming technical conference on carbon pricing. The authors are a state regulator and a free market think tank analyst. The question is no longer whether to think about it--many states are well past that point and industry needs guidance--but how to reconcile state objectives and federal regulation in RTO markets and otherwise.
