The Netherlands has been a leader in wind deployments, so Navigant Research took a close a look at its practices. The Dutch government set ambitious plans for offshore wind and aligned its policies to the vision. In 2013, the Dutch government started with 3.5 GW of offshore wind and set a goal of 10.6 GW by 2030. The Dutch offshore wind program relies on a floating feed-in-premium scheme running under the Netherlands Stimulation of Sustainable Energy Production tender and subsidy legislation.
