On one hand, there is some movement on the long-awaited Direct Power Purchase Mechanism (DPPA). On the other, the PDP8 implementation plan requires further considerations and is likely to take more time.

On 24 October 2023, the MoIT issued Report No. 202/BC-BCT on DPPA, attaching draft Decree of Government to act as a legal basis for regulating the DPPA (running from the Electricity Law).

Case 1 (Note: Compliant with the existing regulations.)
 
Direct sale and purchase of the electricity between the power seller and the purchaser through a PPA, via private line.

Case 2 - Diagram as below (Note: Requires adjustments to the existing regulations.)
 
Eligible ones:
Generator: owning wind and solar power project having capacity of 10MW or more are eligible, except for Case 1 above.
Customer: buying power at voltage levels of 22 kV or higher for production purposes, except for Case 1 above.
