A wind institute for NJ

...'The Wind Council assessed the state of the offshore wind industry in New Jersey, conducted a gap analysis regarding its workforce and met with a range of stakeholder groups, including industry and academia. The council determined that having a single entity focused on coordinating state- and industry-wide collaboration was optimum.'

Seems like a positive move-- I'd also hope they're going to dig into issues making up the opposition to offshore wind and how to work with and address those concerns (i.e., shoreline views, fishing industries, etc.)

Spent a week with BOEM at Sterling a few years back.  They are certainly aware of issues. Fishermen - we appoint a liaison office in UK but is was harder stateside. Re LVIA's BOEM pushed the machines out to 12 miles from shore and where you'd need a telescope to see them;  Quite prudent given the increase in turbine size since then.
