Minister O'Regan needs to be aware that Negative-CO2-emissions ocean thermal energy conversion is the only hydrogen production that can flattened the energy and CO2  emissions curves because it is the only hydrogen production where the energy cost is slightly less than that of water splitting with conventional electrolysis.

To date, his government has shunned the message.
