How much of this estimate is 'well if we pour all of our efforts and resources into this plan at the expense of any other energy strategies, we can do this' vs. 'as a part of a whole strategy, we think we have a chance to actually do this in practice'?

Yes good point Matt. There are around thirty or so 'sector deals' in the UK and surprisingly perhaps hydrogen is not one of them.  There is always an opportunity cost but the article argues this could be one with the fewest regrets.
