These are the kind of almost brute force solutions that really do make sense--- customers benefit, the aggregate emissions benefit, and we move along much closer to some real progress. The price tag sounds like a lot, but many other potential policy mechanisms would add up to be greater in the end, so why not just stop beating around the bush and pay people with such grants so they can afford to decarbonize this aspect?
