The International Renewable Energy Agency (IRENA) has a new set of targets that are less likely to be achieved than the ones that have already been missed. Setting goals is not a strategy. For goals to be meaningful, they must be derived from a strategy. Perhaps given we have missed the vast majority of previously established metrics, the climate community might think about turning its attention on developing a new plan.
