The United States needs to embrace Space Base Solar Power, lead its development and not cede that leadership to others.

Given the operation from space, is there any sort of international cooperation needed? Or is this just operating in the same regulatory type of space as something like satellites for the communication sector?

Define "needed". This is only my opinion, and I have knowledgeable friends from the aerospace industry who strongly disagree, but I find it hard to imagine a future for space-based solar power under the current world geopolitical regime. The issue is resilience. Space-based power satellites are inherently feasible only at very large scale. They would be difficult and costly to build, and easy for any hostile power to take out.

Rather like gas pipelines from Russia to Germany under the Baltic Sea.
