Are there differences in the environmental reviews that are required on the West Coast vs. East or Gulf that make California's potential progress on offshore wind look different?

Historically, the DOD has tried to restrict the areas that we could site offshore turbines in Southern and Southern California. However this might be changing with the Vandenberg Project plus support of offshore wind by the Biden-Harris administration.

The flip side of this is that we don't need offshore wind as much as the east coast. In 2019 California's generation mix was 35% Gas, 17% hydro, 10% wind, 9% nuclear, 11% solar (mainly PV), 5% geothermal, 3% coal, 3% biomass, 1 % mixed, and 7% imports with an unspecified source. All renewables are expanding (especially PV) and non-renewables contracting. 

Our goal for 100% renewable generation is 2045, but we might make this by 2030.
