This article states the obvious (which hasn't been stated in over a year) about how all the moratoriums on utility bill payments will have to come to an end at some point -- and the results might not be pretty. A utility general manager even wonders whether letting customers go into debt isn't such a good idea in the long run. Utilities and their PR departments are in a tricky situation because they don't want to appear unsympathetic, but the reality is that electrical services costs money and someone eventually is going to have to pay.
