Utilities come across fairly favorably in this New York Times article about how President Biden's climate bill is pushing many utilities toward greener energy sources. Even if the main (or partial) impetus for going green is to get a piece of the money (or to save money), any utilities that go this route should be actively pushing a message about how they've listened to the concerns of the public and are doing the right thing when it comes to the environment. Entire public relations campaigns can be built around this theme.
