With the start of the news year, most states prepare for legislative sessions, which means utilities need to be on high alert. As this article from Virginia shows, legislators there are looking to change regulations on utilities. Of course, utilities likely are opposed to the regulations to some extent and must be prepared to fight those battles with lawmakers and, almost as importantly, in the court of public opinion via a strong PR campaign.
