Connecticut bans utilities from billing customers for lobbying efforts

Connecticut will join Maine and Colorado in passing laws that prohibit utilities from using ratepayer money to cover lobbying expenses.  All too often recent scandals are demonizing utility rate hikes, spending and day-to-day operations. Would providing greater transparency  rebuild the trust that has been lost?  Or will it only result in more scrutiny and criticism?   Is that a risk utilities want to take in order to maintain customer satisfaction?
