The utility accountability bill put forward by Maine's governor has drawn plenty of headlines in recent weeks. The state's utilities need to be making a vigorous defense of their performance but don't seem to be doing so. Failure to respond to critical allocations is a huge mistake because it leaves someone else controlling the conversation.
